Palestinians show support for Abbas' statehood bid (AP)

RAMALLAH, West Bank ? Several thousand Palestinians streamed into the center of this West Bank city on Wednesday in a show of support for their president's bid to win U.N. recognition of a Palestinian state.

The rally, in a small square in downtown Ramallah, was carefully orchestrated, with civil servants and schoolchildren given time off to participate. Crowds of youths hoisted Palestinians flags and chanted slogans calling for the establishment of an independent Palestine.

President Mahmoud Abbas is to address the U.N. General Assembly later this week and request full U.N. membership. With peace talks deadlocked for the past three years, the Palestinians believe a strong international endorsement will improve their position in future negotiations.

Israel and the U.S. strongly oppose the push, saying peace can be achieved only through negotiations.

Wednesday's march appeared subdued, with many people using the day off to mingle and do some window shopping. While turnout was modest, participants said the gathering sent an important message.

"We want to live in dignity," said Atallah Wahbeh, a 60-year-old shopkeeper. He said it was important that the U.N. recognize the Palestinian cause, even if there are repercussions, such as a possible cut in American aid.

"We don't need the Americans to buy us with money," he said.

A new poll indicated there is overwhelming popular support for Abbas' recognition quest.

Some 83 percent of Palestinians believe it's a good idea, even though nearly as many ? 78 percent ? say they expect it will make their daily lives more difficult, according to a new poll by the independent Palestinian Center for Policy and Survey Research. The survey, conducted last week, included 1,200 respondents and had an error margin of 3 percentage points.

The U.N. bid is seen by many Palestinians as a last option, after two uprisings and two decades of negotiations with Israel failed to produce a state, said pollster Khalil Shikaki. "It's simply a belief that the status quo is worse than the worst that can come out of the U.N.," he said.

Still, some worried about possible repercussions from the U.S. or Israel.

"It's all in vain," said Manal Jaffal, 32, a nurse. "The only thing we are going to achieve is unrest, more protests and clashes, but we won't get a state or anything close to that."

The U.S. has said it would veto Abbas' request in the U.N. Security Council, and members of Congress have threatened to cut hundreds of millions of dollars in U.S. aid to the Palestinians

Israel has not said how it would respond to the recognition bid, but Palestinians fear Israeli troops could tighten West Bank checkpoints or that Israel could suspend the transfer of tax rebates it collects on behalf of the Palestinians.

Abbas seeks U.N. recognition for a state in the West Bank, Gaza and east Jerusalem, the territories Israel captured in the 1967 Mideast War. He has said negotiations with Israel remain his preference, but that he will only resume talks if Israel agrees to the pre-1967 frontier serving as a starting point and if it halts all settlement construction.

Israel has rejected such demands, but three in four Palestinians believe there is no point in negotiations unless the conditions are met, according to the poll.

Shikaki said there is a big disconnect between what the U.N. bid means to the Palestinian leadership and to ordinary Palestinians.

Abbas and his aides believe that despite possible diplomatic repercussions, the Palestinian Authority's current relationship with Israel, including security cooperation, will continue after a possible U.N. vote, Shikaki said.

However, three in four Palestinians expect Abbas' government to behave differently after the delegation returns from the United Nations, and to try to exercise authority over all of the West Bank, even if this leads to friction with Israel.

Two-thirds of Palestinians favor peaceful protests, while one-third says the Palestinians should resume armed struggle, according to Shikaki's poll.

The pollster said he believes Palestinians are increasingly inspired by the successes of peaceful marches during the Arab uprisings that swept the region this year.

PROVIDENCE, R.I. -- The state Department of Health Tuesday announced a voluntary recall by Qualitest Pharmaceuticals of eight different oral contraceptives -- birth-control pills -- distributed in Rhode Island.

A packaging error may result in women getting the wrong dose and could put women at risk for unintended pregnancy, the department said in a news release. In addition, the packaging error makes the lot number and expiration date unreadable.

The following products are included in the recall:
? Cyclafem 7/7/7
? Cyclafem 1/35
? Emoquette
? Gildess FE 1.5/30
? Gildess FE 1/20
? Orsythia
? Previfem
? Tri-Previfem

Many of these products are approved generic versions of name-brand birth-control products, the Health Department said in a news release. Women are urged to check the name on the product they have been given to see if they have a recalled product. They may have discussed a brand-name product with their doctors, the Health Department said; however, their prescriptions may have been filled with the generic equivalent.

The packaging defects do not pose any immediate health risk to patients. Women who have one of the recalled products should call their health-care provider right away and use a non-hormonal form of birth control, such as condoms, to prevent an unintended pregnancy. Pharmacies have been asked to contact women who may have received one of the recalled products.

Report: Apple to hold media event on October 4th, Tim Cook to unveil iPhone 5

We have yet to receive official word on this, but All Things Digital is reporting today that Apple's next big media event will be held on October 4th, where freshly minted CEO Tim Cook is expected to unveil the iPhone 5. Sources close to the situation say Cook will be the main presenter at the event, with execs Phil Schiller, Scott Forstall and Eddy Cue playing supporting roles. This would mark the first time that Cook has actually led an Apple event, adding an extra wrinkle of significance to an already highly anticipated occasion. The site's sources went on to say that the next-gen iPhone will be available for purchase "within a few weeks" of the announcement, though All Things Digital acknowledges that the exact date of its unveiling is still subject to change. As always, we'll be sure to keep you posted as soon as we hear more.

(AP) ? NASA scientists are doing their best to tell us where a plummeting six-ton satellite will fall later this week. It's just that if they're off a little bit, it could mean the difference between hitting Florida or landing on New York. Or, say, Iran or India.

Pinpointing where and when hurtling space debris will strike is an imprecise science. For now, scientists predict the earliest it will hit is Thursday U.S. time, the latest Saturday. The strike zone covers most of Earth.

Not that citizens need to take cover. The satellite will break into pieces, and NASA put the chances that somebody somewhere will get hurt at just 1-in-3,200.

As far as anyone knows, falling space debris has never injured anyone. Nor has significant property damage been reported. That's because most of the planet is covered in water and there are vast regions of empty land.

If you do come across what you suspect is a satellite piece, NASA doesn't want you to pick it up. The space agency says there are no toxic chemicals present, but there could be sharp edges. Also, it's government property. It's against the law to keep it as a souvenir or sell it on eBay. NASA's advice is to report it to the police.

The 20-year-old research satellite is expected to break into more than 100 pieces as it enters the atmosphere, most of it burning up. Twenty-six of the heaviest metal parts are expected to reach Earth, the biggest chunk weighing about 300 pounds (136 kilograms). The debris could be scattered over an area about 500 miles (800 kilometers) long.

Jonathan McDowell, for one, isn't worried. He is in the potential strike zone ? along with most of the world's 7 billion citizens. McDowell is with the Harvard-Smithsonian Center for Astrophysics in Cambridge, Massachusetts.

"There's stuff that's heavy that falls out of the sky almost every year," McDowell says. So far this year, he noted, two massive Russian rocket stages have taken the plunge.

As for the odds of the satellite hitting someone, "it's a small chance. We take much bigger chances all the time in our lives," McDowell says. "So I'm not putting my tin helmet on or hiding under a rock."

All told, 1,200 pounds (544 kilograms) of wreckage is expected to smack down ? the heaviest pieces made of titanium, stainless steel or beryllium. That represents just one-tenth the mass of the satellite, which stretches 35 feet (10.7 meters) long and 15 feet (4.6 meters) in diameter.

The strike zone straddles all points between latitudes 57 degrees north and 57 degrees south. That's as far north as Edmonton and Alberta, Canada, and Aberdeen, Scotland, and as far south as Cape Horn, the southernmost tip of South America. Every continent but Antarctica is in the crosshairs.

Back when UARS, the Upper Atmosphere Research Satellite, was launched to study the ozone layer in 1991, NASA didn't always pay attention to the "what goes up must come down" rule. Nowadays, satellites must be designed either to burn up on re-entering the atmosphere or to have enough fuel to be steered into a watery grave or up into a higher, long-term orbit.

The International Space Station ? the largest manmade structure ever to orbit the planet ? is no exception. NASA has a plan to bring it down safely sometime after 2020.

Russia's old Mir station came down over the Pacific, in a controlled re-entry, in 2001. But one of its predecessors, Salyut 7, fell uncontrolled through the atmosphere in 1991. The most recent uncontrolled return of a large NASA satellite was in 2002.

The most sensational case of all was Skylab, the early U.S. space station whose impending demise three decades ago alarmed people around the world and touched off a guessing game as to where it might land. It plummeted harmlessly into the Indian Ocean and onto remote parts of Australia in July 1979.

The $740 million UARS was decommissioned in 2005, after NASA lowered its orbit with the little remaining fuel on board. NASA didn't want to keep it up longer than necessary, for fear of a collision or an exploding fuel tank, either of which would have left a lot of space litter.

Predicting where the satellite will strike is a little like predicting the weather several days out, says NASA orbital debris scientist Mark Matney.

Experts expect to have a good idea by Thursday of when and where UARS might fall, Matney says. They won't be able to pinpoint the exact time, but they should be able to narrow it to a few hours.

Given the spacecraft's orbital speed of 17,500 mph (28,162 kph), or 5 miles (8 kilometers) per second, a prediction that is off by just a few minutes could mean a 1,000-mile (1,609-kilometer) error. It probably won't be clear where it fell until afterward, Matney says.

If it happens in darkness, it should be visible.

"If someone is lucky enough to be near the re-entry at nighttime, they'll get quite a show," says Matney, who works at Johnson Space Center in Houston, also in the potential strike zone.

Space junk in general is on the rise, much of it destroyed or broken satellites and chunks of used rockets. More than 20,000 manmade objects at least 4 inches (10.2 centimeters) in diameter are being tracked in orbit.

It's mostly a threat to astronauts in space, rather than people on Earth. In June, the six residents of the International Space Station took shelter in their docked Soyuz lifeboats because of passing debris. The unidentified object came within 1,100 feet (335.2 meters) of the complex, the closest call yet.

(AP) ? Former Afghan President Burhanuddin Rabbani, who headed a government peace council set up to facilitate contacts with Taliban insurgents, was assassinated Tuesday by a suicide bomber concealing explosives in his turban, officials said. Four of Rabbani's bodyguards also died and a key presidential adviser was wounded.

President Hamid Karzai cut short a visit to the U.S. over the attack, which dealt a harsh blow to peace efforts after a decade of war.

The turban bomber entered Rabbani's house in the capital Kabul on Tuesday evening and blew himself up inside, said Mohammad Zahir, the chief of criminal investigation for the Kabul police.

Rabbani headed the country's High Peace Council, which was set up by the Afghan government to work toward a political solution to the decade-long war. However, it had made little headway since it was formed a year ago.

Rabbani was president of the Afghan government that preceded the Taliban rule. After he was driven from Kabul in 1996, he became the nominal head of the Northern Alliance, mostly minority Tajiks and Uzbeks, who swept to power in Kabul after the Taliban's fall. Rabbani is an ethnic Tajik.

His killing dampens hopes of starting peace negotiations with Taliban insurgents and also will hamper efforts to keep regional and ethnic rivalries, which feed the insurgency, in check.

As one of the wise old man of Afghan politics and the leader of the anti-Taliban Northern Alliance, Rabanni's role in the attempts to reach out to the Taliban and seeking a political deal with them ? with the U.S. blessing ? will be hard to replicate in the near future.

His death could unleash a well of resentment building up among some senior Northern Alliance members, who accuse President Hamid Karzai of colluding with the Taliban.

Already Afghanistan's ethnic minorities have begun to re-arm in the face of negotiations with the Taliban. Rabbani's death is likely to accelerate the re-arming and lay the foundation for a bitter civil war once U.S. troops leave the country in 2014.

Karzai's adviser Mohammad Masoom Stanekzai was wounded in the attack. A relative who answered Stanekzai's phone said that the wounds did not appear to be life-threatening, but Stanekzai was in the hospital. The relative declined to give his name because of the sensitivity of the situation

Stanekzai is chief executive of the Afghanistan Peace and Reintegration Program, a highly touted program funded by the U.S. and its coalition allies to bring mid- and lower-level Taliban back into Afghan society. The program has so far only managed to reintegrated about 2,000 of the estimated 25,000-40,000 insurgents in Afghanistan.

Reintegration was the other half of reconciliation, which is aims to try and broker a peace deal with the senior Taliban leadership.

Sexually transmitted diseases are spread through the exchange of bodily fluids. This can include vaginal fluids, semen, pre-ejaculate, and blood. Before having unprotected sex, it?s a good idea to get blood tests for both yourself and your partner. Sexual contact should also be avoided if you or your new partner have any open wounds or are simply unsure of your own sexual health.

A study released in the nineties estimates that at least one million people contract a sexually transmitted disease every day. These statistics are startling. Most recently, junior high and high school education as well as some specific college courses have begun making an effort to educate young people about the dangers of venereal disease. There have also been multi-million dollar ad campaigns to raise awareness, but all this education and information has been aimed squarely at people under the age of twenty five, who make up more than half of the people in the world who carry a sexually transmitted disease.

A group that is quickly catching up with people under twenty five with regards to catching these diseases may surprise you: People over sixty.

This is thanks to a number of things. For example, the fact that all this education tends not to be aimed at people past a certain age, so the only people who seem to get a free education about safe sex are those under the age of twenty five. Many older people see sexually transmitted disease as something that doesn?t affect them, and many of the old stereotypes about those in their sixties and older affect the way society treats the problem. The people making efforts to educate the world about AIDS, HIV, proper condom use and other concerns would seem to be falling for the classics, such as that anyone over thirty is only having sex with their wife or husband of several years, or is simply sexually inactive.

A more surprising source of this boom in STDs for older people is menopause. More specifically, the way certain women behave after going through menopause. Many women who have practiced safe sex all their lives to avoid pregnancy will opt to stop using condoms after menopause, assuming that since they can no longer have children, there?s no need to use contraceptives.

The widespread use of latex condoms was almost unheard of in some social circles until relatively recently. While the latex condom has existed since 1912, many people stuck with clunky, outdated methods until the last few decades. Some misconceptions still persist, however.

For the longest time, condoms were made from animal intestine. These were highly ineffectual. Today, lambskin condoms are still being produced. The makers usually claim that these aid in sensitivity, but to be frank, a lambskin condom is about as effectual as wet tissue paper.

The first rubber condom, invented in 1844, was pretty unappealing, as well. Having been two millimeters thick, with stitches going down the side like a football, and being very expensive (though fortunately, it was reusable!).

A couple of notes on correct condom use; never use oil based lubricants, as these can eat erode the latex, rendering the condom useless, and don?t apply the condom too snugly. Stretching a condom tight over the penis may be an excellent way to show off, but a tightly applied condom is more likely to burst or tear during intercourse or ejaculation.

A brief list of some of the more common sexually transmitted diseases and how to avoid contracting them is as follows:

? HIV (Human Immunodeficiency Virus)
Estimates as of the time of this writing have it that 0.6% of the entire world population is infected with HIV. HIV can nowadays be treated, to some extent, and likely won?t kill you unless it mutates into AIDS.

? AIDS (Acquired Immune Deficiency Syndrome)
In 2007 alone, AIDS claimed more than two million human lives, with an estimated 33.2 million people living with the disease worldwide. AIDS cripples the immune system to the extent that so much as a common cold can become a fatal disease.? There is no way to tell if a person has HIV or AIDS just by looking at them or by asking them or even by looking at a list of their previous sexual partners. It?s never, ever a good idea to have unprotected sex with a new partner without being tested. Condoms can protect both partners to an extent, but even condoms cannot guarantee that the disease will not be passed form partner to partner.

? Herpes simplex
Herpes simplex makes itself known in the form of painful and irritating sores on the genitals. Luckily, there are treatments on the market that help to limit outbreaks of these sores even once you?ve contracted the virus, but this shouldn?t be seen as a license to act irresponsibly. A common misconception is that a carrier of this virus has to be suffering an outbreak during the time intercourse takes place for the disease to spread. Nothing could be further from the truth. It?s possible to catch herpes at any time. Luckily, contracting herpes is easily preventable by proper condom use.? Besides the physical ailments, herpes has actually been implicated in the development of Alzheimer?s disease.

? Gonorrhea
This can be a hard disease to diagnose as it might go without showing symptoms for as much as a year after contraction. In fact, it?s estimated that around half of the women who carry gonorrhea are completely asymptomatic, or sub clinical, in which case, the infection will only show itself in minor ways, such as difficulty urinating on occasion or minor vaginal discharge. In men, gonorrhea can cause swelling and pain in the testicles and prostate.

Some years ago, penicillin was a sort of miracle drug and it would cure most cases of gonorrhea in short time. However, people in many parts of the world have built up an immunity to penicillin, and other antibiotics must be used. GM and UAW reach first labor deal since bankruptcy (Reuters)

DETROIT (Reuters) ? General Motors Co and the United Auto Workers union reached a proposed contract for about 48,500 production workers that would create new U.S. factory jobs and include profit-sharing bonuses.

The proposed four-year contract, which must be ratified by rank-and-file workers, represents the first since U.S. taxpayers bailed out GM and Chrysler Group LLC in 2009.

Details of the tentative deal, reached late on Friday after seven weeks of negotiations, were being withheld until it could be reviewed by UAW officials from around the country at a meeting set for Tuesday in Detroit.

The proposed contract would recall about 570 GM workers currently on layoff, revive a now-idled assembly plant in Tennessee and pay one-time bonuses of about $5,000 for each current worker, a person with knowledge of the terms said.

UAW President Bob King said the union had also held the line against proposals from GM to shift more healthcare costs to workers. Union members pay between 5 percent and 7 percent of their healthcare costs, far less than most Americans or even their salaried counterparts, who pay upward of 30 percent.

The UAW chose to complete negotiations with GM first, before reaching a deal with Chrysler and finally turning to Ford Motor Co, people close to the talks said.

The contract talks in Detroit have played out at a time of increasing uncertainty about the strength of U.S. auto sales for the remainder of this year and in 2012, as well as concern about the risk of another recession.

The union had surrendered the right to strike GM or Chrysler as part of the bankruptcies for the automakers brokered by the Obama administration.

"As America struggles with record levels of unemployment, we aimed to protect the jobs of our members -- to guarantee good American jobs at a good American company. And we have done that," King said in a statement.

GM said it expected the union would complete ratification votes within a week to 10 days.

The timing is key because King and other union officials are expected to remain focused on winning approval for the GM contract before turning their attention to the negotiations with Chrysler, which is controlled by Fiat SpA.

WAGES AT STAKE

The UAW's four-year contracts with all three Detroit automakers expired late on Wednesday. The automakers and the union extended contract terms indefinitely as negotiations continued.

At stake in the Detroit contract talks are wages and benefits for about 112,500 unionized U.S. auto workers who have gone without a base pay increase since 2003.

The contract terms will also set a key benchmark for wages at auto parts suppliers and at nonunion plants operated by Asian and German automakers in the southern United States.

Harley Shaiken, a University of California at Berkeley labor professor and a confidant of King, said the GM contract was significant in part because of the weak U.S. economy.

"This isn't just a contract between a company and a union," he said. "It is a company and a union amidst the worst economic downturn we've had since the 1930s."

There was no mention from either side of increases in base wages or cost-of-living increases for veteran workers. The UAW had sought both, but King and other union officials had cautioned that winning traditional pay increases would be unlikely.

The UAW has made wage increases for entry level or "second tier" workers a priority in these talks. Those workers are paid about $30,000 a year before overtime, compared with $100,000 or more that some veteran workers had made with overtime at the height of the SUV boom at the end of the 1990s.

Executives at GM have said the ability to hire workers at the lower wage and the weaker dollar opened the door to exporting more vehicles from U.S. factories to overseas markets, reversing a trend decades in the making.

SIGNING BONUSES, NEW JOBS

The proposed GM deal would move production of a new vehicle to the automaker's now-idled assembly plant in Spring Hill, Tennessee, a person with knowledge of the deal said.

The one-time contract-signing bonuses of around $5,000 for each worker amount to a total cost of about $245 million for GM, the source said.

GM and the other two Detroit automakers offered the bonuses and profit-sharing rather than traditional wage increases in an effort to avoid the kinds of fixed costs that contributed to the industry's near collapse two years ago.

A bonus of $5,000 would be between the $3,500 proposal GM made early in the talks and the $7,000 or more that the UAW had sought. GM workers got a $3,000 one-time bonus in 2007.

It was not clear how many of the new jobs would be at the entry-level wage of about $15 per hour, roughly half what veteran production workers are paid. The automakers have looked to use more workers at that lower wage rate to bring down overall labor costs.

The Detroit Free Press said the proposed contract also included new investment by GM to create jobs at powertrain plants in Romulus and Warren, Michigan, and in Wentzville, Missouri, where GM has a stamping and an assembly plant.

In his statement, King said the GM contract would shift production jobs "back to the United from other countries," a major goal for the union in the talks.

CHRYSLER, FORD UP NEXT

Winning contract deals at Chrysler and Ford may be more difficult.

There is outright tension between the UAW and Chrysler Chief Executive Sergio Marchionne, who lashed out at King for skipping a meeting that had been set for Wednesday as the prior contract expired for 26,000 UAW-represented Chrysler workers.

At Ford, many workers are hoping for a better deal because of stronger profitability at the No. 2 U.S. automaker. Ford funded its turnaround on its own, avoiding bankruptcy. As a result, UAW workers at Ford retained the right to strike.

Analysts have said getting a Ford contract ratified will be a challenge to King and other UAW leaders.

Workers rejected a round of concessions that King had negotiated with Ford in late 2009, which the automaker had said at the time were needed to keep it competitive.

The UAW has hoped to use new labor agreements with the Detroit automakers as a springboard to winning first-ever contracts to represent workers at U.S. factories operated by Japanese, Korean and German automakers.

Palestinians to seek full UN membership Sept. 23 (AP)

RAMALLAH, West Bank ? The Palestinians will ask the Security Council next week to accept them as a full member of the United Nations, the Palestinian foreign minister said Thursday, a move that would defy Washington's threat to veto the statehood bid.

The remarks by Riad Malki came just ahead of the arrival in the West Bank of a senior U.S. diplomatic team that was in the region in a last-ditch effort to persuade the Palestinians to drop the U.N. bid. Although Malki did not close the door on compromise, his comments signaled the chances of breakthrough were slim.

With a diplomatic showdown looming, Israeli Prime Minister Benjamin Netanyahu announced Thursday that he would travel to the U.N. next week to lead the opposition to the Palestinian initiative.

The emerging scenario would constitute a blow to U.S. diplomacy by forcing Washington to veto a proposal whose outcome ? a Palestinian state ? in principle is supported by most of the world, including the White House and many in Israel as well.

However, both the U.S. and Israel say a Palestinian state can be established only through negotiations.

It could also drag out the maneuver at the United Nations for months.

The process would have to play out in the Security Council before the Palestinians turn to the General Assembly, where they are likely to find the needed majority for a lesser form of recognition as a "nonmember observer state."

Malki said the Palestinian president, Mahmoud Abbas, will personally submit the Palestinian request for membership to U.N. Secretary-General Ban Ki-moon after addressing the General Assembly on the afternoon of Sept. 23. In the meantime, he said the Palestinians would listen to suggested alternatives.

"We will see if anyone carries with him or her any credible offer that will allow us to look into it seriously and to be discussed in the Palestinian leadership. Otherwise, on the 23rd at 12:30, the president will submit the application," Malki told foreign journalists in Ramallah.

The Palestinians say they are turning to the U.N. in frustration after years of failed peace talks. While a U.N. vote will not change the situation on the ground, the Palestinians believe it will improve their position if peace talks resume.

"We are going to the United Nations because we want really to strengthen the chances for the resumption of negotiations," Malki said.

The U.S. envoys, David Hale and Dennis Ross, are the latest in a string of senior diplomats who are trying to get the Palestinians to cancel their U.N. bid and instead resume negotiations with Israel. The European Union's foreign policy chief, Catherine Ashton, and international Mideast envoy Tony Blair have also held talks with the Palestinians in recent days.

A meeting with Blair late Wednesday, Malki said, "did not produce anything new."

The last round of Israel-Palestinian talks broke down a year ago, just weeks after their launch, in a dispute over Israeli settlement construction in the West Bank and east Jerusalem. The Palestinians claim both areas, captured by Israel in the 1967 Mideast war for their future state.

The Palestinians say they will not return to the table unless Israel freezes settlement construction and accepts its 1967 boundaries as the basis for a final agreement. Israel captured the West Bank and east Jerusalem, territories claimed by the Palestinians, in the 1967 Mideast war.

Malki would not give specifics on what it would take to get the Palestinians to abandon their U.N. bid, saying only it would require a "firm base with clear terms of reference, a clear timetable and with a clear end game."

U.S. officials in Washington say the proposed formula would endorse parameters laid out in a speech by President Barack Obama last May, when he said the 1967 lines should be the basis of an agreement. The Israeli daily Yediot Ahronot said other details would include a three-month settlement moratorium and six-month timetable for talks.

The U.S. has already said it will use its veto in the Security Council, the powerful 15-member body that must approve U.N. membership.

There had been some expectation that the Palestinians would go straight to the General Assembly. Approval of a Palestinian resolution is guaranteed in the 193-nation body, which is dominated by developing countries sympathetic to the Palestinian cause.

But Malki said Thursday the Palestinians remain focused on the Security Council, setting the stage for a direct confrontation with the Americans.

Netanyahu, meanwhile, announced he would lead his government's delegation to the annual gathering in New York. Acknowledging the General Assembly is not "particularly sympathetic to Israel," he said it was important to go and "lay things out the way they are."

Netanyahu said he would stress his country's security needs, particularly in light of the dramatic changes sweeping through the Arab world.

"I will tell the truth, the simple truth, and the truth is Israel wants peace," Netanyahu said. "We know that this peace is conditioned on recognition and security, and I think these needs are only sharpened against the background of the events we see around us."

Latvia holds historic snap election

(AP) ? Voting opened Saturday in Latvia's snap parliamentary election that could see a pro-Russia party emerge the winner for the first time in 20 years since the Baltic state restored independence.

Polls indicate that the left-leaning Harmony Center representing Latvia's large ethnic Russian minority could muster up to one-third of the seats in the nation's legislature.

However, two center-right parties in second and third place in pre-election surveys are likely to join forces to prevent Harmony Center from gaining the upper hand in coalition negotiations.

Approximately one-third of Latvia's 2.2 million people are minorities whose native language is Russian. Many of them are so-called noncitizens who lack the right to vote.

Not once since the country gained independence in 1991 has a party catering to Russians been included in government. Latvia was occupied by the Soviet Union for a half-century after World War II.

"I voted for Harmony Center. They're down-to-earth and do more to take care of people," said Ilona Dmitrijova, a Russian who sells textiles.

Polls have also indicated that there is a large number of undecided voters, who tend to be ethnic Latvians. How they vote will potentially tip the scales in favor of the center-right parties.

"I haven't decided yet. The candidate lists are more or less the same, and the situation is not much different from (the last election) a year ago. It's a kind of deja vu," said Ieva Astakovska, an art historian. She said she would vote for either Unity or Zatlers' Reform Party after studying the lists.

The vote takes place after the previous legislature, elected last October, was dissolved in a nationwide referendum in July. Some 94 percent of voters supported dissolution.

The referendum was held after former President Valdis Zatlers proposed booting the legislature for lawmakers' interference in a major probe into high-level corruption.

Zatlers, who was not re-elected by Parliament in June, went on to create his own centrist party whose core aim is to crack down on the cozy relationship between business in government in the tiny Baltic state.

FRANKFURT (Reuters) - British luxury automaker Jaguar Land Rover (JLR) expects to decide on a local partner for production in China by the end of this year, its chief executive said.

"We're absolutely in our glide path to make the decision by the end of this year... but we cannot say when we will be able to start production in China," CEO Ralf Speth told reporters at the Frankfurt auto show on Tuesday.

He added that the timing of a production start in China depended on official approval by Chinese regulators.

JLR, a unit of Tata Motors, is best known for its range of large sport utility vehicles such as the Range Rover and high performance sports cars like the XJ.

Nonetheless, Speth said he did not expect any problems achieving the European Union's strict target for carbon dioxide emissions by 2020.

"We see absolutely no problem reaching the 95 grammes per kilometre. We want to reach that."

JLR declined to publish its current fleet emissions but it did say the company is on track to reach about 180 g/km by 2015, giving it then just five years time to reduce its fleet's carbon dioxide output by nearly 50 percent.

Speth said emissions would be cut by introducing a small 2.2 litre four cylinder diesel engine for models like its Range Rover Evoque, whose two-door version can manage less than 130 g/km.

According to the JLR chief, the two brands currently achieve almost no synergies with Tata Motors but JLR and its Indian parent were in negotiations to squeeze out a "limited" number of savings by jointly utilising motors that would be at the bottom end of the British carmaker's engine range.

Sales of Jaguar fell 8 percent in the first eight months to nearly 31,000 cars, but demand is expected to pick up with the launch of the new XK and the facelifted XF. New orders in Germany, for example, jumped 20 percent in August, according to the company.

Land Rover increased its sales by over 15 percent to close to 134,900 vehicles during the same period.

Together the two sold roughly 225,000 vehicles worldwide last year.

She collected 2,000 potential recipes, from which her team made 380 extracts. One extract, from sweet wormwood, showed promise in mouse studies. Following a clue from an ancient document, Tu redesigned the extraction process to make the extract more potent. In the early 1970s, she and her colleagues isolated the active ingredient, artemisinin.

The Lasker award for basic research is shared by Dr. Franz-Ulrich Hartl, 54, of the Max Planck Institute of Biochemistry in Martinsried, Germany, and Dr. Arthur Horwich, 60, of Yale University. Their key discoveries about how proteins fold within cells may someday help scientists find new treatments for such illnesses as Alzheimer's, Huntington's and Lou Gehrig's diseases, the foundation said.

Before their work, scientists thought that proteins needed no help to fold into their proper shapes. But in the late 1980s, the two men discovered that the folding happens within a cage-like structure that promotes the process.

"They gave the medical world a key understanding of how proteins reach their biological potential," the foundation said.

A third Lasker prize, for public service, was awarded to the Clinical Center of the National Institutes of Health. Since 1953, the center has been "a model research hospital, providing innovative therapy and high-quality patient care, treating rare and severe diseases and producing outstanding physician-scientists," the foundation said.

The Lasker foundation was established in 1942. Albert Lasker was an advertising executive who died in 1952. His wife Mary was a longtime champion of medical research before her death in 1994.
